This is to notify all football coaches and stakeholders in the coaching section that the FUFA Executive Committee (36th FUFA Executive Committee meeting) approved the FUFA Coaching Framework as part of the FUFA Technical Master Plan 2023-2030.
FUFA requires that all current coaches take note of this development and comply with the requirements as shown below:
The framework will now roll out with the introduction of a FUFA Coaching Badge (FCB) awarded by FUFA signify successful fulfilment of the mandatory requirements for each coaching badge. Whereas the CAF Coaching License shall be maintained, extra requirements shall be needed in order to grade the coaches.
1. There shall be;
a) Seven (7) levels of the FCB, with a clear progression pathway from one level to another over a specified period.
b) Prerequisite requirements for the seven (7) levels include.
• oral aptitude test
• minimum academic qualification
• coaching qualification
• coaching experience
c. Exemptions considering previous football playing and coaching experiences.
2. FCB-7, the lowest level, will have the medium of instruction in one of the following languages:
- Luganda
- Lugbara
- Luo
- Runyakitara
- Swahili
3. Coaches shall undertake extra hours in addition to the CAF Coaching License for each of the levels of the FCB, as indicated in the attachment.
4. There shall be specialised courses and levels in the following areas:
- Performance Analysis
- Physical Conditioning and Strengthening
- Youth Coaching
- Departmental Trainers
- Football Psychology
5. FUFA has also introduced Licenses in addition to the FUFA Coaching Badge attained. A license shall be the official permission from FUFA that authorises an individual to legally practice Coaching in Uganda. The two (2) types of licenses introduced are as follows:
5.1. General Coaching License:
This shall be issued to applicants:
- for a period of three (3) years and only renewed after undergoing an examinable refresher course.
- who have a minimum coaching badge of FCB-6.
- who are valid members of the Uganda Football Coaches Association.
5.2. Professional Coaching License (PCL):
The holder of the PCL shall only coach at one entity (Club, Institution, etc.) at a time and shall be issued to an applicant:
- for a period of two (2) years and only renewed after undergoing an examinable refresher course
- who has a minimum Coaching Badge of FCB-4
- who is a valid member of the Uganda Football Coaches Association
6. FUFA shall appoint a Technical Council of Experts to examine, assess, grade and propose to the FUFA Executive Committee to award or cancel FUFA Coaching Badges and Licenses.
7. A license may be cancelled or suspended upon recommendation of the FUFA Technical Council for the following reasons;
- on the recommendation of the UFCA.
- on the recommendation of the FUFA Judicial Commission.
- failure to apply the coaching knowledge as educated
8. Each competition’s regulations will indicate the minimum FCB and Coaching license for the respective competition.
9. FUFA requires that all the current coaches submit their respective applications along with their qualifications for assessment in order to be issued with the equivalent FCB level. Licenses shall always be issued to an applicant during the FUFA registration windows.
10. Submission of applications for the FCB and FCL will be made online NOT later than 30th June 2026.

Coaches will be guided on the necessary requirements to ensure a smooth transition into the new structure, but in any case, the competition’s regulations requiring the various levels of FCB and FCL shall only be effective on 1st July 2027.
