The 20th FUFA Executive Committee that sat on Saturday 25th May 2019 at Brovad Hotel in Masaka received a full report of the FUFA Referees Assessors Course conducted from 17th – 20th March 2019 at FUFA Technical Centre, Njeru in collaboration with CAF. The course was conducted by CAF Instructor – Mr. Celestine Ntagungira (Rwanda) and the report revealed the following:-

Report outcome
A total of 57 Referees Assessors attended the 3 day examinable course and results of all the assessments released as follows;
- 30 participants passed in Category A (passed all the exams and were recommended fit to assess matches)
- 16 participants passed in Category B (passed two crucial exams written and report writing only).
- 11 participants in Category C (did not pass written and report writing).
Decisions of FUFA Executive Committee
- The report was adopted by the 20th FUFA Executive Committee and passed the following decisions on Licensing of the Referees Assessors in Uganda:-
- All CAF and FIFA accredited Assessors together with those who passed in Category A of the Referees Assessors course, shall be licensed as Grade A Referees Assessors for a period of two (2) seasons and shall be the only ones to be appointed for 1st Division League and all other FUFA Competitions that fall in top classification.
- Referees Assessors who passed in Category B in the Referees Assessors course shall be licensed as Grade B Referees Assessors for a period of two (2) seasons to be appointed to assess 2nd Division League and other FUFA Competitions as assigned by FRSC for matches that are classified as appropriate.
- Participants who did not pass (Category C) shall not be appointed to any FUFA Competition Matches, unless after undergoing another course and obtain the pass mark.
- FUFA may organise a course for promotion from one Grade to another, as shall be deemed appropriate.
The Assessors shall collect the Licenses from FUFA Competitions Department and the License shall apply for two FUFA Football seasons expiring 30th June 2021.
FUFA may organise a course for category C, any new applicants or promotional courses that may enable them to be promoted to another category. The FRSC shall determine the appropriate period and conditions to do so.
