The 102nd FUFA Ordinary General Assembly has approved major governance reforms, introduced new football dispute resolution structures and outlined key investment priorities aimed at strengthening football development in Uganda.
The Assembly, held on Saturday, 17th October 2026, in Mbarara, also recognised four individuals for their outstanding contributions to football development in Western Uganda and the country at large.
Governance and structural reforms
One of the key resolutions was the change of the name of the FUFA General Assembly to the FUFA Congress. The terminology for Member Associations was also changed to members, while the FUFA Congress will comprise 90 delegates.
The members approved an increase in the FUFA Executive Committee from 17 to 19 members, with Richard Ochom and Roberts Kiwanuka accepted onto the Executive Committee. The position of Fourth Vice President was also created, with a provision that one of the four Vice Presidents shall be female.

The Assembly further approved the introduction of FUFA Expert Panels, whose members will be appointed for the period considered necessary, and a Football Tribunal mandated to make decisions relating to disputes and the application of football regulations.
Another significant development is the formal registration of FUFA as a body corporate under the National Sports Act, Cap 151, moving away from its previous status as a trust.
The FUFA Executive Committee will also communicate the official football competitions roster for the next two seasons at the FUFA Congress.
Projected income and expenditure
The Assembly was presented with projected income sources totalling UGX 122.1 billion. These include UGX 24 billion from FIFA, UGX 4.5 billion from CAF subvention, UGX 8 billion from CAF television rights, UGX 74.5 billion from Government, UGX 7.3 billion from partners and sponsors, UGX 3 billion from new revenue streams and UGX 700 million from other sources.
The expenditure forecast stands at UGX 192.4 billion, of which UGX 122.1 billion is prioritised, leaving an unfunded gap of UGX 70.2 billion.
The expenditure priorities include insurance for the FUFA Juniors League and FUFA Academies League, improved training and welfare for referees, increased prize money from UGX 735 million to UGX 1.54 billion, and investment in higher-quality production and distribution of media rights from football competitions.
Other priority areas include financial support to members, clubs, provinces and District Football Associations (DFAs), improved people pay and the creation of a National Football Academy.
The projected expenditure allocation places 82 per cent towards sport, 12 per cent towards governance and six per cent towards business.
Recognition of outstanding contributions to football
The 102nd FUFA Ordinary General Assembly also honoured four individuals for their contribution to football development.
Mr Wilson Tumwine was recognised for his lifelong contribution to football, including founding and funding the Pelikan Cup in the 1990s when football in Ankole lacked sponsorship. He also provided accommodation, meals and transport to clubs at no cost, hosted the Western Region Football Association offices from 2009 and served football in various leadership roles.
Hajji Abbas Ssendyowa was recognised posthumously for his pioneering contribution to men’s and women’s football. He founded Mbugu Women FC and progressed from refereeing to becoming a CAF and FIFA Instructor and Referees Assessor, mentoring numerous referees, administrators and female officials and leaving a lasting legacy in Western Uganda.
Mr Yakubu Ssali was recognised for his contribution as a professional footballer during the golden era of football in Western Uganda in the 1980s and 1990s. He represented Mbarara United FC, Express FC and the Uganda Cranes, contributing to the growth of the game in the region.
Mr Geofrey Bukohore was honoured for his outstanding career as a defender, having represented the Uganda U-17 national team, Express FC, SC Villa and the Uganda Kobs, who qualified for the 1999 All-Africa Games. He was part of the Express FC team that won the 1996 league title and the SC Villa squad that secured the 1998 double before returning to serve SC Villa in 2023.

The resolutions and recognitions at the 102nd FUFA Ordinary General Assembly reflect the federation’s continued focus on governance, sustainable football financing, institutional development and the growth of the game across Uganda.
