FUFA’s verdict on Vipers Vs KCC match

The above Uganda Cup quarter final match was not played to conclusion on Tuesday 7th May 2013 at Buikwe playground.

According to the centre referee and the referee assessor (Match Commissioner) the following incidents happened:

1. During the half time interval KCC fans prevented the match officials from accessing the dressing rooms and they stayed on the field of play.

2. The match did not end because in the 84th minute when the ball had gone out of play for a throw in to KCC FC, team officials Nsimbe George, Lumu Fred and Tamale David came off the bench and

attacked first assistant referee Masembe Issa whom they were blaming for not flagging a ball to hand which they claimed to be handball for them to be given a penalty that was not correct.

3. Thereafter fans of KCC FC led by Seifu Musoke and Lumala stoned the first assistant referee and some players. These fans even broke down the perimeter fence behind the technical area of KCC FC.

After Police calming down the situation the first assistant went back so that play could continue but KCC FC fans came back and stoned him again. We decided to change diagonals but all in vain.

4. The centre referee called captains of both teams; Malinga Richard for KCC FC and Kimuli Robert for Vipers SC and asked them whether they were willing to continue with play. Malinga Richard said no to the request while Kimuli Robert agreed to continue with play.

5. The match was called off when the score was 1-0 in favor of Vipers SC.

The FUFA Competitions Committee (FCC) has relied on the following provisions:

1. The Laws of the Game 2012/2013 (Law 5: The Referee) that state, inter alia: “the decisions of the referee regarding facts connected with play, including whether or not a goal is scored and the result of the match, are final”.

2. Uganda Cup 2012_2013 Regulations Art 11: “by registering to participate in the Competition, Clubs undertake to;

(b) Observe these regulations and ensure that their officials and staff, in particular not only their players, observe these regulations and the principles of fair play;

(c) Accept and obey all decisions taken by the bodies and officials of FUFA, CAF and FIFA under the terms of these regulations;

3. Uganda Cup 2012_2013 regulations Art 63(24): “any club that whose players refuse to continue with play as directed by the referee shall be fined 300 UAs”

4. FUFA Competitions Rules 2012_2013 Art 34:

Failure to continue with Play

(8) When some or all the players of a club walk off the field of play such that remaining players are less than seven (7) while the referee’s decision is to continue with play, that club shall be deemed to have lost the match by forfeiture to the opposing team. The club shall be fined not less than 300 UAs

In view of the aforementioned, the FCC has decided that:

1. KCC FC loses the match by forfeiture such that Vipers SC 3-0 KCC FC

2. KCC FC is fined 300 UAs that must be paid before they are registered for the season 2013/2014

3. KCC FC team officials named in the referee’s report i.e Nsimbe George, Lumu Fred and Tamale David be referred to the FUFA Disciplinary Committee for further action

4. KCC FC be compelled to produce fans Seifu Musoke and Lumala before the FUFA Disciplinary Committee for further action
